He is the Founder and Chief Tax Advisor of Asian Consulting Group (ACG), a leading tax and investment advisory firm with operations across Asia-Pacific and strategic markets in the United States and Europe.
He holds a Master’s in Public Administration from Harvard University, completed the Executive Tax Policy Program at Duke University, and earned advanced certification in climate and sustainability policy from the University of Oxford. His work centers on globally aligned tax reform, cross-border investment structuring, ESG-driven incentives, and technology-enabled tax administration.
He works closely with high-level policymakers, international tax experts, and industry leaders to strengthen tax integrity, enhance investment governance, and advance sustainable, transparent, and inclusive economic growth in a rapidly evolving global economy.
He proposed a 10-point tax reform agenda designed to strengthen fairness, transparency, and global competitiveness while safeguarding MSMEs and increasing Filipino workers’ take-home pay. The agenda includes AI-driven, risk-based tax audits; adoption of the OECD/G20 Global Minimum Tax through a Qualified Domestic Minimum Top-up Tax (QDMTT); higher income tax exemptions; a reduction in VAT rates coupled with stronger digital tax enforcement; the removal of distortionary taxes; and a shift toward more progressive wealth-based taxation. It also calls for enhanced financial transparency through inter-agency data sharing, stronger asset recovery and anti-corruption measures, the integration of carbon pricing into the tax system, and the modernization of tax administration through a fully digitalized and professionally managed revenue authority.
